Critically ill patients and their relatives personally demanded from the Prime Minister of Ukraine Arseniy Yatsenyuk to conduct the drug tenders immediately. The patients and the parents of sick children came to the building of the Cabinet of Ministers of Ukraine and brought hundreds of pairs of children’s shoes as a reminder that tomorrow young and adult patients may die without the drugs guaranteed by the State. The Ministry of Health of Ukraine has not purchased drugs for 2014.
“Never in 10 years of Ukrainian independence had the patients been left to fend for themselves without treatment. Among them are patients of the following treatment programs: oncology, hemophilia, cystic fibrosis, viral hepatitis, tuberculosis, HIV/AIDS, etc. – Dmytro Sherembey, the Chairman of the CF “Patients of Ukraine” stated, – this is a complete collapse and failure of the current Ministry of Health. MoH is unable to conduct drug tenders this year. Today was the second time the medical tenders have been failed in the past couple of months. Hence we demand that the Prime Minister takes personal responsibility for the tenders of the MoH. Otherwise these tiny shoes will remain without their owners forever”.
Currently, most of the programs of life saving medicines procurements for 2014 have not taken place such as for the treatment of HIV/AIDS, hepatitis, tuberculosis, cancer disease, hemophilia, multiple sclerosis. Only a third of the tenders for the procurements of drugs for the treatment of cardiovascular and hematologic diseases have been conducted.
The situation with the children is not much better. The State has managed to conduct less than a third of the tenders. Some of them have been failed completely. This means that children with such diseases as oncology, cystic fibrosis, hemophilia, hepatitis, phenylketonuria, respiratory disorders in infants will not receive treatment in the coming year (see the spreadsheet attached). For some of them it means a death sentence.
“Children with cancer and their parents have a tradition – when the child is taken to the operation the parents leave their shoes near the door of the operating room so that she or he will come back alive and healthy – says Nikodym, the father of the sick child, – If the child doesn’t return these shoes remind everyone about this child and stay in his or her memory in hallway for a long time. Now the Cabinet of Ministers is an operating room, behind its doors the fate of my son and of the thousands of children with cancer is being decided, who fight for their lives every day anyway”.
Right now the Ministry of Health of Ukraine procures medicines for the 16 government programs. Among them are death-threatening diseases such as hepatitis, tuberculosis, AIDS, cancer, hemophilia, kidney failure and other diseases that cause death if the patient is not treated immediately. “TB patients who won’t receive medications on time will also become the source of spread of the infections, – predicts Jaroslava Lopatina, doctor, – this is fraught with a burst of tuberculosis in Ukraine and the development of the incurable form of the disease – multi-resistant tuberculosis”.
At the present time 37 000 of Ukrainians are registered and treated of tuberculosis. Most of them will not survive till the next year without medications. A similar fate awaits 47 000 HIV-positive Ukrainians. Some of them will die and other will have to move to new treatment regimen that will significantly reduce their life expectancy. The medicines for the HIV-positive people are impossible to find at the regular pharmacies or at any other medical institution. They are purchased exclusively from the state budget, according to the program and are given to patients in the hospitals.
“Life of almost 50 000 patients is under threat. We insist that still possible to resolve this situation and to save the lives of the HIV-positive patients. The Network insists that the Cabinet of Ministers should take direct responsibility and ensure the process of drugs procurement”, – says Volodymyr Zhovtnyak, the Chairman of the Coordination Council of “All-Ukrainian Network of PLWH ".
The patients have brought an appeal to Arseniy Yatsenuyk which was signed by almost 30 public and patient organizations demanding to take a personal control over the resolution of the situation with the public tenders and to hold a special meeting of the Cabinet of Ministers of Ukraine headed by the Prime Minister of Ukraine, which must issue a Resolution on the urgent procurement of drugs and medical devices.
In case of no reaction from the Prime Minister the patients will bring the pair of child shoes directly to the door of the house of Arseniy Yatsenyuk every morning until the life saving medications will not be procured.
CF “Patients of Ukraine” and other partners have repeatedly drawn the attention of the Ministry of Health and the Cabinet of Ministers of Ukraine on the situation with the purchase of medicines in Ukraine and suggested various ways out of the situation than was becoming worse with every month. All the suggestions from the patients have been ignored; the medicines are still not procured. The letters, publications, actions and demands to dismiss and punish those who are responsible for the failed tenders were IGNORED by the government and the Prime Minister.

The year of 2014 will go down in history as the absolute failure of the implementation of government programs treat!
